The Association of Startup and SMEs Enablers of Kenya (ASSEK) is an association that brings together and represent the interests of Entrepreneur Support Organizations (ESO) that support the development and growth of startups and SMEs for maximum impact. In fostering the startup and SMEs enablers ecosystem in Kenya, ASSEK plays a key role, in representing all the actors of the Kenyan startup and SMEs enablers ecosystem by actively promoting networking among its members that are spread out across the country.

The mission of the association is to be the voice and support of startup enablers (Incubators, Accelerators, Makerspaces, Co-working spaces and Innovation centers) and their clients in Kenya and beyond, through the advancement of innovation and entrepreneurship as a key driver of economic and social development.

The Association’s objectives are detailed below: 
  1.  To drive policy and agenda for members of the Association with the government, development partners, investors and other key stakeholders; in order to develop rigorous ecosystem standards and guidelines. 
  2. To facilitate capacity building, professional development, networking and partnerships, compliance and protection to its members in their efforts to develop the ecosystem and support startups and SMEs. 
  3. To promote and position the Kenyan entrepreneurial ecosystem internationally, by creating visibility on key innovation and startup ecosystem indicators, enhancing public awareness of the ecosystem, and increasing the discoverability of startups for support and investment. 
  4. To ease the sharing of information, knowledge and best practices between the members, and forge close linkages between them and other stakeholders (including but not limited to universities, research and development institutions, corporations, and business associations). 
  5. To actively scout for and where necessary facilitate member access to opportunities through collaborations and partnerships. 


The primary objectives of this engagement are:

  1.  To conduct fair and accurate performance appraisals for ASSEK Staff, aligned with
    company goals and objectives.
  2. Help the organization develop Key Performance Indicators (KPIs) that are aligned with their strategic objectives. This includes identifying relevant metrics for different
    roles and departments, establishing performance benchmarks, and creating systems
    for tracking and evaluating KPIs.
  3. Enhance the effectiveness of performance reviews by providing guidance on best
    practices, designing evaluation criteria that are fair and consistent, and fostering a
    culture of continuous feedback and development.
  4. Reviewing existing HR policies and procedures to ensure they are up-to-date,
    compliant with relevant laws and regulations, and aligned with industry best
    practices. This may involve revising policies related to performance management,
    employee benefits, disciplinary procedures, etc.
  5. Ensuring that all HR practices, including performance appraisals, KPI setting, and
    policies, comply with local labor laws, regulations, and industry standards. This helps
    mitigate legal risks and ensures fair treatment of employees.
  6. Improving employee engagement and satisfaction by designing performance
    management systems that are perceived as fair, transparent, and supportive of
    employee development. This may involve incorporating employee feedback into the
    design of appraisal processes and policies.
  7. Providing training and development framework to optimize organizational
    performance, foster employee growth and development.


The expert will be responsible for the following:

i)  Staff Appraisals

  • Review and understand ASSEK’s existing performance appraisal framework and policies.
  • Develop appropriate appraisal templates and tools for the target group, considering
    specific roles and responsibilities.
  • Conduct individual interviews with employees to gather feedback on performance,
    goals, and challenges.
  • Analyze employee performance against agreed-upon criteria and objectives.
  • Prepare comprehensive appraisal reports with clear and actionable feedback for each
  • Present appraisal reports to employees in individual meetings, facilitating discussions
    and development plans.

ii)  KPI Setting

  • Collaborate with relevant managers and peers to identify key performance areas for the Staff.
  • Develop a balanced set of measurable KPIs for each area, aligned with company goals and individual objectives.
  • Ensure KPIs are SMART (Specific, Measurable, Achievable, Relevant, and Time-bound).
  • Communicate KPIs effectively to employees and provide ongoing support for tracking and achieving them.

iii) HR Policy

  • Develop recruiting, outsourcing and training strategies as appropriate to acquire the necessary skills.
  • Enhance recruitment processes by defining clear criteria for hiring and ensuring diversity and inclusion
  • Align the HR Policies with the constitution and organizational strategy.
  • Complete the development of HR policies and procedures. Include a complete organizational structure, ASSEK’s core values and how and when the policy is amended.
  • Recommend proper documentation practices, including maintaining up-to-date personnel files.
  • Recommend an HR Software (3 options) for efficient HR operations.
  • Establish a clear criterion for contract renewal.
  • Develop proper performance management policies.
  • Complete developing the reward policies to recognize and motivate employees.
  • Regularly monitor and review pay levels and employee benefits to ensure competitiveness and relevance.

iii) Knowledge Management

  • Develop a training calendar based on training needs assessment, organization direction
    as per strategic plan and the OCA Report.
  • Develop formal mechanisms for internal and external knowledge sharing, including guidelines and protocols.
  • Identify and address barriers to effective knowledge sharing and collaboration.


The expert will be responsible for the following:

  • Customized appraisal templates and tools.
  • Comprehensive appraisal reports for each employee.
  • A set of clearly defined KPIs for the target group.
  • Presentation materials on KPIs for employee training.


The consultant is responsible for achieving the scope of this assignment; The minimum qualifications of the assigned person(s) are listed below:

  1. A university degree in HR, Management, Organizational development, Labor law,
    Business administration or similar field
  2. At least 5 years of experience in overseeing the development and implementation of the human resources policies, procedures and practices including development of job descriptions.
  3. Proven experience in conducting performance appraisals within a structured framework.
  4. Strong understanding of human resource management principles and best practices.
  5. Expertise in developing and implementing KPIs across various disciplines.
  6. Excellent communication, interpersonal, and presentation skills.
  7. Ability to build rapport and trust with employees at all levels.
  8. Excellent rapporteur and analytical skills necessary for capturing the reviews and suggestions that will emerge from the interactive sessions with the secretariat and the management.

Note: The remuneration under the contract for this consultancy service will be subject to the relevant taxes deduction as required by the laws of Kenya where ASSEK is registered.

  1. Quality and relevance of the proposed methodology
  2. Description (Expertise) in relation to attainment of deliverables outlined by this ToR
  3. Expertise and experience in relation to development of digital MEL systems and tools
  4. Financial Proposal
