TERMS OF REFERENCE FOR A MONITORING &
EVALUATION EXPERT

  1. INTRODUCTION

    The Association of Startup and SMEs Enablers of Kenya (ASSEK) is an association that brings together and represent the interests of Entrepreneur Support Organizations (ESO) that support the development and growth of startups and SMEs for maximum impact. In fostering the startup and SMEs enablers ecosystem in Kenya, ASSEK plays a key role, in representing all the actors of the Kenyan startup and SMEs enablers ecosystem by actively promoting networking among its members that are spread out across the country.

    The mission of the association is to be the voice and support of startup enablers (Incubators, Accelerators, Makerspaces, Co-working spaces and Innovation centers) and their clients in Kenya and beyond, through the advancement of innovation and entrepreneurship as a key driver of economic and social development.

    2. BACKGROUND

    The Ministry of Investments Trade and Industry (MITI) has partnered with The Association of Startup and SMEs Enablers of Kenya (ASSEK) on the Kenya Industry and Entrepreneurship Project (KIEP), a cutting-edge government initiative funded by World Bank, that will focus on identified constraints and support innovation and productivity growth in the country, reflecting the importance that the government places on supporting programs that respond to the evolving economic opportunities, and support innovation and productivity in enterprises to boost job creation and growth.

    The Association would like to engage a Monitoring & Evaluation consultant to co-design a robust monitoring and evaluation framework and plan to track the impact indicators of the project while also building the capacity among of the ASSEK Team to continuously utilize the tools for continuous monitoring and evaluation to report the project outcomes and impact.

    3. SCOPE OF WORK & DELIVERABLES

    This is a 1-month consultancy with the deliverables to be achieved in that duration. The consultant will be expected to undertake expected to undertake the following activities:

    Monitoring and Evaluation Plan and Framework Development

    • Review existing project documents, including the detailed workplan, to understand project objectives, activities, and indicators.
    • Develop a comprehensive M&E plan, including logical frameworks, performance indicators, data collection methods, and reporting templates.
    • Update the project indicators to develop an impact report of the project thus far.
    • Ensure the M&E framework aligns with the project’s goals and World Bank requirements.

    Implementation and Reporting

    • Oversee the implementation of the M&E framework across all project activities.
    • Develop data collection tools and ensure accurate and timely data collection, analysis, and reporting.

    Final Report

    • Capacity Building
    • Conduct a needs assessment to identify the M&E training requirements of the ASSEK Team.
    • Conduct a 1.5 day workshop on the M&E process and the tools to the ASSEK Team.
    • Provide ongoing support and mentorship to the ASSEK Team on M&E practices and tools.

    4. KEY DELIVERABLES

    • High level Inception report
    • Monitoring and Evaluation Tools, templates and other key framework tools.
    • Conduct physical capacity building workshop (s)
    • Detailed M&E framework
    • Final report

    5. CONSULTANT REQUIREMENTS

    • The ideal candidate should have:
    • Advanced degree in M&E, Project Management, Social Sciences, or a related field.
    • Minimum of 5 years of experience in M&E, preferably in development projects.
    • Proven track record in capacity building and developing M&E frameworks.
    • Strong analytical and report writing skills.
    • Familiarity with World Bank projects and reporting requirements is an advantage.

    Note: The remuneration under the contract for this consultancy service will be subject to the relevant taxes deduction as required by the laws of Kenya where ASSEK is registered.
